South Bow to Pay $26M in Keystone Spill Case in Kansas

The Trump administration, Kansas, and South Bow have settled alleged Clean Water Act violations tied to a 2022 Keystone Pipeline spill. The rupture, which occurred in Washington County, Kansas, leaked nearly 13,000 barrels of oil, including crude that entered Mill Creek and affected over 2,700 animals. As part of the settlement, South Bow agreed to pay more than $26 million in penalties, fund prevention work estimated to cost $40 million, and contribute over $3 million for restoration. The Keystone Pipeline, which spans over 2,000 miles from Hardisty, Alberta, to Port Arthur, Texas, has undergone inspections and integrity verification digs, with South Bow completing comprehensive environmental remediation at the rupture site in February 2024. The company has stated its commitment to working collaboratively with regulators, focusing on continuous improvement, transparency, environmental stewardship, and the safe and reliable operation of its pipeline network.
