Volkswagen’s Osnabrück plant rescue plan derailed as Qatar blocks Israel defense deal

Volkswagen’s attempt to repurpose its struggling Osnabrück factory in Germany by partnering with Israel’s Rafael Advanced Defense Systems to build military trucks for the Iron Dome system has reportedly been vetoed by Qatar. The proposed joint venture, which would have preserved around 2,300 jobs at the plant, aimed to convert the facility to produce military vehicles supporting Israel’s mobile air-defense network. However, the Qatar Investment Authority (QIA)—Volkswagen’s third-largest shareholder with a 10.4% stake and 17% voting rights—blocked the deal, according to reports from Bloomberg and Germany’s Bild. The QIA’s opposition reflects deteriorating relations between Qatar and Israel since the Gaza war began. The Osnabrück plant is central to Volkswagen’s restructuring efforts amid weakening demand in Europe, with production potentially ending as soon as next year if no alternative is found. Earlier this year, Volkswagen and Rafael had signed a letter of intent to explore defense-related manufacturing at the site, but the partnership stalled due to QIA’s veto. While Volkswagen and the QIA have not commented, Rafael stated it remains interested in expanding industrial cooperation in Germany. The uncertainty leaves workers at the Osnabrück factory in limbo about the future of their jobs.
