India Recommends Anti-Dumping Duties on 6PPD Rubber Additive Imports

India’s ministry of commerce and industry has recommended anti-dumping duties for five years on imports of the rubber antioxidant N-(1,3-dimethylbutyl)-N’-phenyl-p-phenylenediamine (6PPD), also known as PX-13, from China, the EU, South Korea, and Thailand. The recommendation follows a petition by Indian manufacturer Nocil, which accounts for a 65% share in total Indian production. The proposed duties range from $307/tonne to $930/tonne, depending on the country and producer. Chinese exporters face duties of $511-930/tonne, while imports from the EU would be subject to a duty of $576/tonne. South Korean producers would face duties of $551-768/tonne, and Thai producers would face duties of $307-541/tonne. The investigation covered the period from 1 October 2023 to 30 September 2024, and the injury assessment examined market conditions between April 2021 and September 2024. The ministry has recommended that the anti-dumping duties remain in force for five years, subject to the Indian government’s final decision.
